Bandari Maritime Academy (BMA) is seeking a qualified and experienced professional for the position of Senior Deputy Director Maritime Education & Training. The role provides senior leadership in maritime education and training, including training programme implementation, examinations, certification, curriculum development, trainee assessment and compliance with applicable maritime standards.

About the Role

The Senior Deputy Director Maritime Education & Training will provide senior oversight of maritime education and training programmes at the Academy. The position is responsible for ensuring that training activities comply with the Merchant Shipping Act, applicable international conventions, national legislation and international maritime requirements.

The role also oversees examinations and certification, curriculum implementation, trainee assessment, trainer development, departmental planning and quality training standards.

Key Responsibilities

• Develop and deliver courses that comply with Legal Notice No. 233 of November 2018, the Merchant Shipping Act, 2009 and applicable international conventions and national legislation relating to maritime industry training.
• Coordinate the implementation of policies relating to maritime affairs training and promote their integration into the national development plan.
• Develop and deliver courses and oversee training matters relating to cargo handling equipment operators, port operations and logistics.
• Plan, monitor and evaluate training programmes to ensure conformity with international maritime standards.
• Facilitate the issuance of Certificates of Competency and Certificates of Proficiency to graduates.
• Develop quality training standards and systems and facilitate periodic independent evaluations to meet international maritime requirements.
• Implement maritime transport and logistics curricula in collaboration with relevant government agencies and other stakeholders.
• Promote maritime transport logistics, port operations and safety training programmes.
• Initiate, develop and review departmental policies, strategies and plans.
• Prepare, implement and monitor the department’s budget.
• Oversee staff development and handle departmental disciplinary matters.
• Supervise, guide and appraise staff within the department.
• Oversee examination and certification processes and implementation of training programmes according to the approved syllabus.
• Coordinate trainee assessment and participate in curriculum development.
• Supervise and mentor trainers and maintain records and evidence of assessments.

Required Qualifications

• At least fifteen (15) years of work experience, five (5) of which must have been in a management position.
• A Bachelor’s degree in Maritime Transport and Logistics, International Freight Management, Maritime Law and Policy, Shipping Management and Logistics, Port Management, Clearing and Forwarding, Maritime Management, Business Management or an equivalent qualification from a recognized institution.
• A Master’s degree in Maritime Transport and Logistics, International Freight Management, Maritime Law and Policy, Shipping Management and Logistics, Port Management, Clearing and Forwarding, Maritime Management, Business Management or an equivalent qualification from a recognized institution.
• A Leadership Course lasting not less than four (4) weeks from a recognized institution.
• Qualifications in accordance with STCW 78 as amended, such as a Certificate of Competence (CoC) as Chief Engineer (III/2) or Master Mariner (II/2), with approval by the Kenya Maritime Authority being an added advantage.
• Understanding of the mandate of Bandari Maritime Academy and its role in the realization of the National Development Agenda.
• Membership of a relevant professional body.
• Proficiency in computer applications.
• Fulfilment of the requirements of Chapter Six of the Constitution of Kenya.
