Job Description

The Assistant Director – Children Services is a senior management position responsible for coordinating, overseeing, and evaluating child protection and welfare programs across the country. The role provides strategic leadership in implementing the Children Act, national child welfare policies, and international child rights obligations.

The officer works closely with national and county stakeholders, advisory councils, and judicial institutions to ensure effective service delivery, compliance with statutory standards, and data-driven decision-making. Key Responsibilities

  • Coordinating the establishment and operationalization of Area Advisory Councils (AACs) and Children Assemblies.
  • Promoting children’s rights, protection, and overall welfare in line with national and international frameworks.
  • Disseminating international and regional resolutions, conventions, and protocols on children’s matters.
  • Providing technical advice in the development of National Plans of Action on children’s welfare.
  • Disseminating operational guidelines and compliance checklists for Charitable Children Institutions (CCIs).
  • Collaborating with government agencies, development partners, and civil society organizations in implementing children-focused programs.
  • Preparing, reviewing, and presenting adoption reports to the High Court.
  • Compiling, validating, and submitting data to the National Children’s Database.
  • Monitoring and evaluating the implementation of the Children Act, 2001, and identifying legislative or policy gaps.
  • Compiling and submitting reports on the Presidential Bursary Fund Disbursement Committee.

Required Qualifications

  • Minimum cumulative service period of ten (10) years, with at least three (3) years served in the grade of Principal Children’s Officer (CSG 8) or a comparable and relevant position in the wider public service.
  • Bachelor’s Degree from a recognized institution in one of the following disciplines:
    • Sociology
    • Social Work
    • Community Development
    • Guidance and Counseling
    • Child Psychology
    • Criminology
    • Social Development
    • Social Studies
  • Demonstrated merit and ability as reflected in work performance, leadership outcomes, and results.

Preferred Qualifications

  • Extensive experience in child protection, welfare, or social development programs.
  • Strong leadership, coordination, and stakeholder engagement skills.
  • Experience in policy development, monitoring, and evaluation.
  • Proven ability to prepare high-level reports and statutory submissions.
  • High level of integrity, professionalism, and commitment to public service values.
