Job Description

The Deputy Director – Children Services provides strategic leadership in the development, implementation, monitoring, and evaluation of children’s services policies and programmes. The role ensures compliance with the Children Act, 2001, international and regional child rights instruments, and national development priorities.

The position oversees stakeholder coordination, programme design, institutional capacity building, and statutory reporting on children’s matters. It is a critical leadership role within PSC jobs that directly contributes to safeguarding children’s rights and welfare nationwide.

Key Responsibilities

  • Guiding the development, implementation, monitoring, and evaluation of policies and programmes promoting children’s rights and welfare.
  • Liaising with stakeholders, partners, and institutions on children’s matters and overseeing the design of children’s services programmes.
  • Monitoring and evaluating the implementation of the Children Act, 2001 across relevant institutions.
  • Preparing and submitting periodic State Party Reports and responses on international and regional instruments on children.
  • Interpreting, disseminating, and applying research findings related to children’s services.
  • Coordinating the implementation of international and regional resolutions on children’s matters.
  • Providing strategic advice and guidance in the development of National Plans of Action on children’s welfare.
  • Conducting inspections of Charitable Children Institutions (CCIs) to ensure compliance with prescribed standards.
  • Identifying and reporting legislative, policy, and implementation gaps in the Children Act framework.
  • Monitoring the implementation of the Presidential Bursary Fund Programme.
  • Coordinating capacity building, training, and professional development initiatives for Children Services staff.

Required Qualifications

  • Minimum cumulative service period of twelve (12) years, with at least three (3) years served in the grade of Assistant Director – Children Services (CSG 7) or a comparable and relevant position in the wider public service.
  • Bachelor’s Degree from a recognized institution in one of the following disciplines:
    • Sociology
    • Social Work
    • Community Development
    • Guidance and Counseling
    • Child Psychology
    • Criminology
    • Social Development
    • Social Studies
  • Demonstrated knowledge and understanding of the Children Act, 2001, the Volunteer Children’s Officers (VCO) concept, and related legal provisions.
  • Proven merit and ability as reflected in performance outcomes, leadership effectiveness, and results.

Preferred Qualifications

  • Extensive leadership experience in child protection, welfare, or social development programmes.
  • Strong policy development, monitoring, and evaluation skills.
  • Proven experience in stakeholder coordination at national and international levels.
  • Ability to lead multidisciplinary teams and manage large-scale programmes.
