Job Description
The Ethics and Values Officer II supports the implementation of ethics, values, and integrity frameworks across public institutions. The role focuses on data collection, analysis, reporting, and compliance monitoring related to the Code of Conduct, financial declaration of income, assets and liabilities, and constitutional values and principles.
The officer works closely with assigned institutions, PSC teams, and stakeholders to promote ethical conduct, support data-driven decision-making, and enhance accountability within the public service. Key Responsibilities
- Providing guidance to assigned institutions on the use of the digital records management system for financial disclosure of income, assets, and liabilities.
- Collecting, collating, and analyzing data and preparing reports on compliance with financial declaration requirements by public officers.
- Compiling and analyzing complaints related to breaches of the Code of Conduct, values, and principles in the public service.
- Participating in the preparation of survey instruments for evaluating compliance with values and principles under Articles 10 and 232 of the Constitution.
- Supporting the administration of compliance evaluation surveys across Ministries, Departments, and Agencies (MDAs).
- Participating in data cleaning, verification, standardization, and analysis arising from compliance evaluation surveys.
- Contributing to the preparation of reports to the President and Parliament on the status of compliance with public service values and principles.
- Participating in promotional and sensitization activities on ethics, values, principles, and financial declarations, including training programs.
- Undertaking initial follow-up actions on the implementation of recommendations from compliance and declaration reports.
- Handling initial actions on general correspondence and responding to general inquiries related to ethics and values.
Required Qualifications
- Bachelor’s Degree from a university recognized in Kenya in one of the following disciplines:
- Business Administration
- Public Administration
- Law
- Economics
- Peace and Conflict Management
- Or an equivalent qualification
- Proficiency in computer applications and data analytics.
- Demonstrated proficiency in both English and Kiswahili.
- Excellent communication and interpersonal skills.
- Strong report writing and analytical skills.
Preferred Qualifications
- Exposure to ethics, compliance, governance, or public administration roles.
- Experience in data analysis, surveys, or compliance monitoring within the public sector.
- Knowledge of constitutional provisions related to public service values and principles.
- Ability to work with digital records management and reporting systems.
- High level of integrity, confidentiality, and professionalism.
