The National Biosafety Authority (NBA) is seeking a Principal Administration Officer to support administration, transport, facilities and office operations on a short-term contract. The National Biosafety Authority is a State Corporation established under the Biosafety Act CAP 320 to supervise and control the transfer, handling and use of genetically modified organisms (GMOs) while protecting human and animal health and the environment.

About the Role
The Principal Administration Officer will work under the supervision and guidance of a Director. The role covers transport administration, facilities management, office accommodation, utilities, equipment, maintenance, licensing and other administrative support functions.
Key Responsibilities
Transport and Fleet Management
- Control and monitor the use of official motor vehicles by authorizing vehicle movements through work tickets.
- Maintain accurate transport records and ensure regular and scheduled vehicle maintenance.
- Coordinate transport staff and allocate appropriate duties.
- Supervise the issuance of fuel orders and fuel cards and prepare monthly fuel consumption reports.
- Maintain and update records of the organization’s vehicles and equipment.
- Ensure timely renewal of licences for all vehicles and equipment.
- Implement systems and procedures for disposal of vehicles in consultation with the Procurement Department.
- Facilitate prompt settlement of accident vehicle cases.
Facilities and Office Administration
- Coordinate contracted cleaning staff.
- Support staff in identifying suitable office accommodation and space.
- Provide tools, equipment and a good working environment for staff.
- Ensure offices and other facilities are maintained to high standards of cleanliness.
- Ensure staff are provided with tea and drinking water on time.
- Ensure timely repairs and maintenance of office facilities, equipment and furniture.
- Facilitate prompt payment of electricity, water bills and other utility expenses.
- Coordinate the acquisition and renewal of relevant licences.
Qualifications and Requirements
- At least eight years of relevant work experience, including at least three years in a supervisory role in the Public Service or Private Sector.
- Master’s Degree in Public Administration, Transport Management/Logistics, Business Administration, Office Management, Social Sciences or a relevant qualification from a recognized institution.
- Bachelor’s Degree in Public Administration, Transport Management/Logistics, Business Administration, Office Management, Social Sciences or a relevant qualification from a recognized institution.
- Management course lasting not less than four weeks from a recognized institution.
- Proficiency in computer applications.
- Demonstrated results in work performance.
- Fulfilment of the requirements of Chapter Six of the Constitution.
