Assistant Director, External Resource Mobilization and Products Development Job Description

The Assistant Director, External Resource Mobilization and Products Development is responsible for coordinating annual resource mobilization from institutional and individual funders while managing strategic partnerships and portfolio protection mechanisms. The role ensures growth of external funds and effective oversight of the Students Loans Self-Protection Scheme.

Key Responsibilities

• Implement resource mobilization strategies and annual work plans to grow HELB’s external funds.
• Conduct environmental scanning to generate funder intelligence and identify current and potential funding partners.
• Supervise management of externally mobilized funds in line with service contracts and agreed objectives.
• Review accountability and performance reports submitted to funders to ensure transparency and 100% retention.
• Review and develop funding proposals, partnership contracts, and related documentation aligned to HELB’s strategic positioning.
• Draft, review, and manage partner contracts and agreements in compliance with applicable laws and best practices.
• Collect and analyze donor data, market research, and funding trends to inform policy and strategy development.
• Research and propose innovative financing products to diversify HELB’s portfolio and meet evolving partner needs.
• Conduct staff training and sensitization on resource mobilization to promote institution-wide participation.
• Review partner payments and ensure timely acknowledgement and reconciliation.
• Maintain effective communication channels with partners regarding fund performance and accounts.
• Develop financial models for new financial instruments and product development initiatives.
• Ensure regular reconciliation and performance reporting of partner loan books.
• Coordinate monitoring and evaluation frameworks for resource mobilization and partnership programmes.
• Support engagement with the National Treasury, State Department of Research, and Higher Education on funding opportunities.

Required Qualifications

• At least twelve (12) years of relevant work experience, with a minimum of three (3) years served at the grade of Principal External Resource Mobilization and Partnership Development Officer or in a comparable position.
• Bachelor’s degree in Business, Social Sciences, or a related field from a recognized university.
• Master’s degree in Finance, Accounting, Marketing, Communication, Economics, Business Administration, or an equivalent discipline.
• Leadership course lasting not less than four (4) weeks from a recognized institution.
• Membership to a relevant professional body and in good standing, where applicable.
• Valid practicing certificate, where applicable.
• Certificate in Computer Applications.
• Demonstrated merit, leadership capability, and strong performance results.
