Assistant Director, Legal Services Job Description
The Assistant Director, Legal Services coordinates all legal, regulatory, and statutory functions within HELB. The role ensures compliance with constitutional, statutory, and contractual obligations, while overseeing litigation, arbitration, and alternative dispute resolution processes. Key Responsibilities
- Coordinate drafting, vetting, and review of contracts, agreements, and other legal instruments.
- Monitor implementation of legal advisories and ensure alignment with statutory and regulatory frameworks.
- Oversee legality of policies, instruments, codes, regulations, guidelines, strategies, and organizational procedures.
- Coordinate litigation and alternative dispute resolution (ADR) strategies and processes.
- Supervise implementation of legal research findings and surveys to inform organizational decisions.
- Ensure compliance with Constitutional, statutory, and regulatory requirements.
- Monitor efficacy of compliance and conformance frameworks, including legal accountability structures.
- Coordinate negotiations, engagement of external lawyers, briefs, and debriefs.
- Oversee implementation of contract management systems and legal audit findings.
- Coordinate enactment and application of relevant legislative frameworks.
- Classify matters appropriately for resolution through courts, ADR, tribunals, or out-of-court settlements.
Required Qualifications
- Minimum of twelve years relevant work experience, including three years as Principal Legal Officer or equivalent.
- Bachelor of Laws (LLB) degree from a recognized institution.
- Postgraduate Diploma in Legal Studies from the Kenya School of Law.
- Master’s degree in Law, Business Administration, Public Administration, or related social sciences.
- Advocate of the High Court of Kenya with a valid practicing certificate.
- Membership in good standing with the Law Society of Kenya.
- Leadership course certificate lasting at least four weeks from a recognized institution.
- Certificate in computer applications.
Preferred Qualifications
- Strong knowledge of legal frameworks, governance, and compliance management in public institutions.
- Proven experience in litigation, arbitration, mediation, and contract management.
- Excellent analytical, negotiation, and strategic thinking skills.
- Ability to work under pressure, prioritize tasks, and mentor junior staff.
