The Public Service Commission is seeking an Assistant Director Cabinet Affairs/Special Programmes to support Special Government Initiatives, Public Sector Reforms, Cabinet affairs, evaluation and reporting, or economic sector programmes. About the Role
An officer at this level may be deployed to the Social Sector, Public Service Sector, Cabinet Affairs Secretariat, Evaluation and Reporting, or Economic Sector.
The role involves implementing and supporting Government policies, programmes and reforms, preparing Cabinet-related documents, monitoring Cabinet Decisions, coordinating capacity-building activities and supporting Special Government Initiatives depending on the assigned area.
Key Responsibilities
- Develop resource mobilization concept notes for Special Government Initiatives and monitor and evaluate their resource utilization.
- Implement policies, standards, guidelines and frameworks for social sector reforms in public sector institutions and organize stakeholder awareness forums.
- Implement policies, strategies, projects and programmes for Public Sector Reforms, including frameworks and strategies for Business Process Re-engineering in the public sector.
- Develop and roll out capacity-building programmes for MDAs implementing Public Sector Reforms and undertake monitoring, evaluation and reporting of reform implementation.
- Conduct research on thematic areas involving innovation and incubation in public sector reforms and provide technical advice and support to MDAs.
- Draft policy briefs, summaries, quick reference guides and advisories on Cabinet Committee agendas, while providing technical support to MDAs preparing Cabinet Memoranda.
- Formulate and review guidelines for developing Cabinet Memoranda, draft Cabinet Committee resolutions and review and sequence Cabinet Committee deliberations for the Repository.
- Track resolutions of Multi-Sectoral Technical Committees, provide updates on Cabinet Decisions and review Action Plans, situational briefs and progress reports on their implementation.
- Maintain the Cabinet Decisions Management Information System, validate implementation guidelines and reporting frameworks, and undertake training and capacity-building for system users.
- Draft policies and strategies for Special Government Initiatives, prepare reports on Development Partners’ programmes and projects, and develop frameworks for monitoring their institutionalization in public sector institutions.
Required Qualifications
- Must have served for a cumulative period of twelve years, including three years at the grade of Principal Programmes Officer, CSG 8, or in a comparable and relevant position in the wider public service.
- A Bachelor’s degree in Political Science, Public Administration, International Relations, Law, Economics, Economics & Statistics, Statistics, Planning and Project Management, Human Resource Management, Human Resource Planning, Business Administration, Education, Political Science/Government, International Relations or another relevant Social Science from a university recognized in Kenya.
- Professional qualification and membership to a relevant professional body, where applicable, and in good standing.
- A certificate in Senior Management Course lasting not less than four weeks from a recognized institution.
- Demonstrated merit and ability as reflected in work performance and results.
