Chief Officer Job Description

The Chief Officer serves as the Accounting and Authorized Officer of a County Department and is responsible for providing strategic leadership, policy direction, administrative management, and operational oversight. Candidates interested in the Chief Officer vacancy in Kenya will oversee departmental planning, budgeting, governance, human resource management, and implementation of county development programmes while ensuring compliance with applicable laws and regulations.

The successful candidate will work closely with the County Executive Committee Member and other stakeholders to drive efficient service delivery, strengthen institutional performance, and achieve the County Government’s strategic objectives.

Key Responsibilities

  • Provide overall leadership, direction, coordination, and management of departmental functions.
  • Initiate and oversee the development of departmental policies, legal frameworks, and institutional strategies.
  • Ensure effective implementation of county services across devolved units, sub-counties, and wards.
  • Manage public service matters, including human resource administration and departmental operations.
  • Coordinate preparation and implementation of departmental strategic plans, annual work plans, and budgets.
  • Ensure compliance with financial management, budgeting, procurement, and public sector governance requirements.
  • Promote effective communication and coordination of departmental activities and public service programmes.
  • Interpret and implement National and County legislation in support of county development objectives.
  • Perform any other duties assigned in support of County Government operations.

Required Qualifications for Chief Officer Jobs in Kenya

  • Must be a Kenyan citizen.
  • Bachelor’s Degree from a recognized institution in Kenya.
  • Master’s Degree from a recognized institution will be an added advantage.
  • Membership to a relevant professional body will be an added advantage.
  • Minimum of ten (10) years of relevant professional experience, including at least five (5) years in a leadership or senior management position within the public or private sector.
  • Management course from a recognized institution will be an added advantage.
  • Demonstrated professional competence, integrity, and proven leadership ability.
  • Must satisfy the requirements of Chapter Six of the Constitution of Kenya.
  • Strong understanding of devolution, County Development priorities, and Kenya Vision 2030.
