About the Role
The Deputy Director Cabinet Affairs/Special Programmes may be deployed to the Social Sector, Public Service Sector, Cabinet Affairs Secretariat, Evaluation and Reporting, or Economic Sector.
The position involves coordinating and supporting Government initiatives, public sector reforms, Cabinet processes, implementation reporting, stakeholder engagement and related policy and programme activities depending on the area of deployment.
Key Responsibilities
- Coordinate the development of resource mobilization strategies for special Government initiatives in the social sector.
- Monitor and evaluate resource utilization for special Government initiatives and coordinate sensitization programmes for stakeholders.
- Develop and implement policies, strategies, projects and programmes for Public Sector Reforms, including frameworks for Business Process Re-engineering in public institutions.
- Coordinate capacity-building programmes, monitoring and evaluation frameworks, research, innovation and technical support for MDAs implementing Public Sector Reforms.
- Provide technical support on Cabinet Memoranda, review policy briefs and Cabinet Committee materials, validate guidelines and appraise drafted Cabinet Committee resolutions.
- Coordinate Multi-Sectoral Technical Committees on the implementation and reporting of Cabinet Decisions and provide leadership in addressing implementation challenges.
- Coordinate the preparation of quarterly and annual progress reports, implementation guidelines and reporting frameworks for Cabinet Decisions across MDAs.
- Develop and facilitate maintenance of the Cabinet Decisions Management Information System and coordinate training on its use by MDAs.
- Develop policies, strategies and implementation and reporting frameworks for special Government initiatives and development partners’ projects and programmes in the economic sector.
- Monitor the institutionalization of special Government initiatives in public sector institutions and coordinate stakeholder awareness activities.
Required Qualifications
- Must have served for a minimum period of twelve years, three years of which must have been at the grade of Assistant Director Cabinet Affairs/Special Programme, CSG 7, or in a comparable and relevant position in the wider public service.
- A Bachelor’s degree in Political Science, Public Administration, International Relations, Law, Economics, Economics & Statistics, Statistics, Planning and Project Management, Human Resource Management, Human Resource Planning, Business Administration, Education, Political Science/Government, International Relations or another relevant Social Science from a university recognized in Kenya.
- Professional qualification and membership to a relevant professional body, where applicable, and in good standing.
- A Leadership Certificate Course lasting not less than four weeks from a recognized institution.
- Demonstrated merit and ability as reflected in work performance and results.
