Director, Gender

The Public Service Commission is recruiting a Director, Gender to provide strategic leadership in gender mainstreaming, socio-economic empowerment and programmes addressing gender-related challenges in Kenya. The position is suited to an experienced gender, social science, development or public policy professional with at least 15 years of cumulative service, including three years at Deputy Director, Gender CSG 6 level or in a comparable position.

Requirements for Appointment

• Have a cumulative service period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Director, Gender CSG 6 or a comparable and relevant position in the wider public service.
• Hold a Bachelor’s Degree in Gender Studies, Gender and Development, Sociology, Business Administration (Finance/Entrepreneurship Options), Anthropology, Counselling and Psychology, Economics, Law or another relevant Social Science from a recognized institution.
• Hold a Master’s Degree in Gender and Development, Business Administration, Project Development and Management, Anthropology, Counselling, Project Planning and Management, Public Administration/Policy, Economics, Law or another relevant qualification from a recognized institution.
• Hold a Certificate in Strategic Leadership Development Programme lasting not less than four (4) weeks from a recognized institution.
• Demonstrate outstanding professional and managerial competences in management of the gender function.
• Be conversant with emerging issues in gender mainstreaming, socio-economic empowerment, gender-related violence and Female Genital Mutilation.
• Demonstrate a clear understanding of National Development Goals, Policies and Objectives and the role of the Gender Function in their realization.

Duties and Responsibilities

• Interpreting and coordinating the implementation of Gender Policies.
• Identifying, designing and implementing programmes and projects that promote gender mainstreaming, socio-economic empowerment and mitigation of Female Genital Mutilation (FGM) and Sexual and Gender Based Violence (SGBV).
• Monitoring the prevalence of Female Genital Mutilation (FGM) and Sexual and Gender Based Violence (SGBV).
• Participating in national, regional and international meetings, conferences and conventions on gender.
• Overseeing the operations of the Gender Policy, Research and Documentation Centre.
• Promoting partnerships with stakeholders on gender-related matters.
• Developing performance targets and the Annual Work Plan for the Division.
