Director, Special Government Initiatives

The Public Service Commission is seeking a senior public service professional to head the Special Government Initiatives Directorate and coordinate special government initiatives and public sector reforms. The role is responsible for supporting transformative and inclusive growth through policy implementation, institutional reforms, stakeholder coordination, resource mobilization, and technical support to public sector institutions.

About the Role

The officer will provide overall leadership and coordination for Special Government Initiatives and Public Sector Reforms. The position involves overseeing policies and strategies, coordinating development partner programmes, supporting capacity building across public sector institutions, and promoting research and innovation in public sector reforms.

Key Responsibilities

• Oversee the development, review, and implementation of policies and strategies for special government initiatives and programmes.
• Coordinate the implementation and reporting of development partners’ projects and programmes.
• Oversee stakeholder awareness creation on various special government initiatives.
• Spearhead and monitor the institutionalization of special government initiatives within public sector institutions.
• Coordinate resource mobilization and utilization for special government initiatives.
• Oversee the development and rollout of capacity-building programmes for Ministries, Departments and Agencies implementing public sector reforms.
• Spearhead research, innovation, and incubation of public sector reforms.
• Provide technical advice and support to Ministries, Departments and Agencies, Independent Offices, and Constitutional Commissions in implementing public sector reforms.
• Spearhead the development, updating, and maintenance of the Central Database for public sector reforms.

Requirements for Appointment

• Minimum of 18 years of service, including at least three years at the grade of Director Cabinet Affairs/Special Programmes, CSG 5, or in a comparable and relevant position in the wider public service.
• Bachelor’s degree in Political Science, Public Administration, International Relations, Law, Economics, Economics and Statistics, Statistics, Planning and Project Management, Human Resource Management, Human Resource Planning, Business Administration, Education, Government, or another relevant Social Science from a university recognized in Kenya.
• Master’s degree in Public Administration, Political Science with a focus on Public Policy or Government, International Relations with a focus on Diplomacy or Security Studies, Public Policy, Business Administration, Law, Economics, Econometrics, Statistics, Planning and Project Management, Human Resource Management, Human Resource Development, Human Resource Planning, or a related field from a university recognized in Kenya.
• Professional qualification and membership to a relevant professional body, where applicable.
• Certificate in a Leadership Course lasting at least four weeks from a recognized institution.
• Thorough understanding of national goals, policies, and development objectives, with the ability to translate them into progressive programmes.
