Job Description

The Human Resource Planning & Development Officer II supports the Commission’s human resource planning, policy development, and reporting functions. The role involves preparing briefs and reports, managing records, supporting policy formulation, and analyzing human resource data from MDAs and the Commission.

The officer works closely with HR specialists, policy teams, and stakeholders to strengthen evidence-based decision-making and promote best practices in human resource management and development across the public service.

Key Responsibilities

  • Preparing briefs on human resource management and development issues arising from MDAs and the Commission.
  • Drafting general correspondence related to human resource management matters.
  • Maintaining, updating, and managing human resource records and documentation.
  • Preparing board reports and briefing papers for internal decision-making processes.
  • Participating in the formulation and review of human resource policies, regulations, and guidelines for the public service.
  • Assisting in the collection, collation, and analysis of human resource management and development data from MDAs and the Commission.
  • Supporting monitoring of emerging issues and best practices in human resource planning and development.
  • Contributing to data-driven reports that inform workforce planning and capacity development initiatives.

Required Qualifications

  • Bachelor’s Degree from a university recognized in Kenya in one of the following:
    • Human Resource Management / Human Resource Development

    OR

    • Bachelor’s Degree in Public Administration, Sociology, or Business Administration (or equivalent)
    • Plus a Diploma in Human Resource Management from a recognized institution
  • Thorough understanding of relevant legislation, policy guidelines, best practices, and emerging issues in Human Resource Management and Development.
  • Good analytical, organizational, and documentation skills.
  • Ability to prepare clear briefs, reports, and correspondence.

Preferred Qualifications

  • Exposure to human resource planning or development roles within the public sector.
  • Experience in HR data collection, analysis, or reporting.
  • Knowledge of public service HR policies, regulations, and governance frameworks.
  • Strong interpersonal skills and the ability to work collaboratively with multiple stakeholders.
  • High level of professionalism, confidentiality, and attention to detail.
