Manager, Human Resource Job Description

The Manager, Human Resource is a senior leadership role responsible for formulating and implementing human resource strategies, ensuring the effective management of talent, and fostering a culture that supports the Fund’s strategic objectives. Reporting to the General Manager, Human Resource & Administration, the role oversees HR operations, employee engagement, and performance management systems.

The role emphasizes workforce planning, employee development, industrial relations, and compliance with occupational health, safety, and employment regulations.

Key Responsibilities

  • Develop and implement leading human resource strategies and practices aligned with the Fund’s strategic plan.
  • Identify resource and skill requirements to achieve organizational objectives, and lead recruitment, training, and career management initiatives.
  • Ensure performance appraisals are conducted, results analyzed, and improvement measures implemented.
  • Constitute Joint Industrial Committees to address industrial relations issues and maintain positive workforce relations.
  • Ensure disciplinary and grievance procedures are followed, participating where necessary in hearings and resolutions.
  • Oversee occupational health and safety measures to protect staff and maintain compliance.
  • Manage payroll, staff medical schemes, staff loans schemes, and staff insurance programs efficiently.
  • Promote and model organizational culture, behaviors, and performance expectations across all departments.
  • Facilitate collaboration among staff and departments to achieve collective responsibility and Fund objectives.
  • Participate in business process improvement initiatives to enhance HR efficiency and effectiveness.

Required Qualifications

  • Bachelor’s Degree in Human Resource Management, Business Administration, Social Sciences, or related field from a recognized institution.
  • Master’s Degree in Human Resource Management, Business Administration, Social Sciences, or related discipline.
  • Completion of a recognized leadership or management course.
  • Professional HR qualification such as CHRP(K) or equivalent from a recognized institution.
  • Membership in a relevant and accredited professional HR body in good standing.
  • Minimum cumulative service period of fifteen (15) years, including three (3) years at Assistant Manager or equivalent level.
  • Proficiency in computer applications and human resource information systems.

Preferred Qualifications

  • Experience managing HR operations in large public or regulated institutions.
  • Strong knowledge of industrial relations, employee engagement, and performance management frameworks.
  • Experience leading organizational development, change management, and workforce planning initiatives.
  • Proven ability to foster collaborative relationships with internal and external stakeholders.
