About the Role

The Commissioner for Co-operative Development is responsible for providing strategic leadership in the formulation, implementation and review of policies, regulations, rules and strategies for co-operative development.

The position also oversees co-operative legal and registration services, governance practices, partnerships, resource mobilization, administration, strategic planning, financial and asset management, and the management and development of staff within the Directorate.

Key Responsibilities

• Spearhead the formulation, review and implementation of Co-operative Development Policies, Regulations, Rules and Strategies.
• Oversee the provision of efficient and effective co-operative legal and registration services.
• Promote co-operative development and registration in accordance with the applicable policy and regulatory framework.
• Ensure the adoption of good governance practices in the management of co-operatives.
• Spearhead multilateral and bilateral agreements, charters, protocols and conventions relating to co-operative development in liaison with relevant stakeholders.
• Oversee inter-governmental cooperation, collaboration and consultations relating to the co-operative sector.
• Oversee public-private partnerships and resource mobilization in liaison with relevant stakeholders.
• Oversee the administration of co-operative development and ensure the effective implementation of strategic objectives.
• Oversee the preparation and implementation of strategic objectives, performance contracts and work plans.
• Oversee the finances and assets of the Directorate and provide overall supervision of staff, including discipline, recruitment, training and development.

Required Qualifications

• Must have served for a cumulative period of fifteen years, including three years at the grade of Senior Deputy Commissioner for Cooperative Development, CSG 5, or in a comparable and relevant position in the wider public service.
• A Bachelor’s degree in Cooperative Business, Co-operative Management, Co-operative and Community Development, Commerce, Business Administration, Law, Economics, Statistics, Mathematics, Marketing, Entrepreneurship, Finance, Agri-business or an equivalent qualification from a university recognized in Kenya.
• A Master’s degree in Cooperative Business, Co-operative Management, Cooperative and Community Development, Commerce, Business Administration, Law, Economics, Statistics, Mathematics, Marketing, Entrepreneurship, Finance, Agri-business or an equivalent qualification from a university recognized in Kenya.
• Membership to the Kenya Society of Professional Co-operators (KSPC) or another relevant professional body, where applicable.
• A certificate in Leadership Development Course lasting not less than four weeks from a recognized institution.
• Demonstrated managerial, administrative and professional competence.
• Thorough understanding of national goals, policies and objectives, together with the ability to relate them to the management of the co-operative sector.
