Job Description

The Engineer (Roads) role provides technical and analytical support in road design, construction supervision, project evaluation, maintenance planning, and road safety compliance. The officer contributes to ensuring that national road infrastructure meets engineering standards, environmental regulations, and statutory requirements for safety and sustainability.

The role involves working closely with senior engineers, multidisciplinary teams, contractors, and regulatory stakeholders to support the full project lifecycle — from feasibility studies and preliminary design to construction monitoring, quality assurance, and performance assessment.

Key Responsibilities

  • Developing preliminary road and highway designs, including working drawings for construction, rehabilitation, and maintenance works.
  • Participating in the supervision of roads and structural works to ensure compliance with engineering specifications.
  • Supporting quality assurance activities, technical audits, road safety audits, and performance assessments.
  • Preparing quantity take-off sheets, cost estimates, Bills of Quantities, and tender documents for road infrastructure works.
  • Participating in road safety engineering programs and supporting risk management initiatives.
  • Contributing to feasibility studies, environmental and social impact assessments, and infrastructure viability analyses.
  • Collecting, compiling, and analyzing technical data for research, scoping, and planning purposes.
  • Documenting and updating road inventory and asset condition information.
  • Supporting enforcement of axle load regulations in compliance with national and regional laws.
  • Assisting in the processing of abnormal load exemption permits.
  • Supporting identification and screening of Public-Private Partnership (PPP) pipeline projects.
  • Collecting data related to traffic flow, pavement condition, drainage, and roadside developments.
  • Contributing to the development and enhancement of the Road Asset Management System (RAMS).

Required Qualifications

  • Bachelor of Science (BSc.) Degree in Civil Engineering, Civil & Structural Engineering, or equivalent qualification from a recognized institution.
  • Registration with the Engineers Board of Kenya (EBK) as a Graduate Engineer.
  • Proficiency in computer applications, engineering design software, and digital documentation tools.

Preferred Qualifications

  • Familiarity with engineering software such as AutoCAD, Civil 3D, and road design tools.
  • Exposure to infrastructure feasibility assessments and environmental impact analysis.
  • Understanding of PPP project structures, pre-feasibility screening, and risk evaluation.
  • Knowledge of RAMS, GIS tools, and road asset data systems.
