Job Description

The ICT Officer II position is responsible for implementing ICT strategies, supporting the integration and automation of ICT systems, and ensuring the continuous availability of mission-critical digital services. The role contributes to the overall efficiency of the Authority by providing technical support, maintaining digital infrastructure, and ensuring compliance with ICT standards and policies.

The officer will work within the ICT team to support system performance, maintain networks, manage user accounts, and ensure reliable digital operations. This role suits individuals with strong technical skills, problem-solving abilities and a passion for delivering high-quality ICT services in a dynamic public sector environment.

Key Responsibilities

  • Supporting the integration, automation and optimization of KeNHA ICT systems.
  • Updating, monitoring and reporting on the performance of ICT systems.
  • Providing maintenance support for application systems and the Authority’s website.
  • Delivering end-user support to promote effective and efficient utilization of ICT facilities.
  • Maintaining and updating ICT asset and equipment registers.
  • Installing, configuring and monitoring Local Area Network (LAN) infrastructure.
  • Administering and managing users in Active Directory, email servers and related applications.
  • Ensuring regular system and data backups in line with ICT security policies.
  • Supporting ICT policies, frameworks, work plans and digitalization initiatives.
  • Identifying and reporting ICT risks, vulnerabilities or system performance gaps.

Required Qualifications

  • Bachelor’s degree in Information Communication Technology, Computer Science, Software Engineering, Information Systems, Business IT or an equivalent qualification from a recognized and accredited institution.
  • At least one (1) year of relevant work experience in ICT support, systems administration, networking or application maintenance. (Internship experience qualifies.)
  • Proficiency in computer applications and ICT troubleshooting.
  • Membership in a relevant professional body (ICTAK, ICS, etc.) is an added advantage.
  • Compliance with Chapter Six of the Constitution, including valid certificates:
    • Certificate of Good Conduct
    • Tax Compliance Certificate
    • HELB Clearance
    • CRB Clearance
  • Demonstrated merit, integrity and ability as reflected in work performance.

Preferred Qualifications

  • Hands-on experience in website support or content management.
  • Basic understanding of cybersecurity controls and data protection standards.
  • Exposure to cloud technologies such as Azure, AWS or Google Workspace.
  • Training in network administration or structured cabling.
  • Knowledge of government ICT frameworks and compliance standards.
