Job Purpose

The Human Resource Management Officer II is responsible for supporting the effective implementation of Human Resource strategies, standards, policies, and procedures across key HR functions. This role ensures compliance with HR policies, labour laws, recruitment guidelines, compensation structures, and performance management frameworks to enable KeNHA to achieve its organizational mandate.

The officer contributes to critical HR processes, including recruitment and selection, staff placement, employee relations, personnel records management, training coordination, benefits administration, and performance management support. Candidates applying for this HR role should be detail-oriented, process-driven, and aligned with best practices in HR service delivery in the public sector.

Key Responsibilities

  • Verifying staff biodata and ensuring accuracy of personnel records in compliance with HR policies.
  • Issuing personal particulars forms and official secrets declaration documents to newly appointed staff.
  • Drafting simple and routine HR correspondence, including memos, letters, and internal reports.
  • Confirming information relating to recruitment, selection, appointments, training, performance management, and staff complement control.
  • Handling clerical duties and HR-related tasks requiring basic analytical skills.
  • Computing staff leave and maintaining accurate leave management records.
  • Opening, organizing, maintaining, and closing official personal staff files and general HR files.
  • Preparing, recording, and distributing outgoing HR documents, including letters, memos, and departmental communication.
  • Sorting, filing, and dispatching HR correspondence and departmental documents to relevant recipients.
  • Identifying risk areas within HR processes and recommending improvements.

Job Specifications

To qualify for appointment to this position, a candidate must have:

  • A cumulative period of three (3) years of relevant work experience as a Human Resource Management and Development Assistant III or an equivalent role.
  • A Diploma in Human Resource Management, Human Resource Development, Industrial Relations, Labour Relations, or an equivalent qualification from a recognized institution.
  • Proficiency in computer applications, including HR information systems where applicable.
  • Demonstrated merit, integrity, and ability as reflected in work performance and results.

Desired Competencies

  • Strong understanding of HR administrative procedures within public service.
  • Basic knowledge of labour laws, HR policies, and compliance frameworks.
  • Excellent organizational and communication skills.
