Family Bank is seeking a Head of Public Sector to lead its Public Sector Banking strategy and drive sustainable growth in relationships, deposits, transaction volumes, and credit exposure. The role will serve National Government, County Governments, State Corporations, Parastatals, donor-funded projects, and public institutions through tailored banking, digital payment, liquidity, and financing solutions.

About the Role
The Head of Public Sector will position the Bank as a trusted financial partner to public institutions while ensuring compliance with regulatory, governance, procurement, and public finance requirements. The role will develop strategic relationships, identify business opportunities, and coordinate banking solutions that support public sector financial needs.
Key Responsibilities
Strategy and Business Growth
- Develop and execute the Public Sector Banking strategy in alignment with the Bank’s five-year Tier 1 growth agenda.
- Build and manage a strong pipeline across Government MDAs, County Governments, State Corporations, Parastatals, donor-funded programmes, development partners, and CDF accounts and projects.
- Drive growth in low-cost public sector deposits and transaction volumes.
- Structure financing solutions for public institutions, including asset finance, infrastructure support, and short-term facilities.
- Champion digitization of public sector collections and payment processes.
Relationship Management
- Own senior relationships with key public sector decision-makers, including Principal Secretaries, CFOs, Treasurers, and CEOs of Parastatals.
- Represent the Bank in government forums, sector associations, and public finance engagements.
- Ensure high service standards through coordinated support from Trade, Treasury, Digital, and Operations teams.
Product and Solution Development
- Collaborate with Product, Digital, and Treasury teams to develop public sector payroll and payment solutions.
- Support revenue collection platforms, escrow and project accounts, and donor fund management solutions.
- Promote digital adoption among government institutions.
Risk, Governance and Compliance
- Ensure public sector facilities comply with CBK requirements, Public Finance Management regulations, and procurement regulations.
- Maintain strong asset quality and ensure early identification of portfolio risks.
- Promote ethical conduct and adherence to anti-corruption and AML standards.
Team Leadership and Stakeholder Collaboration
- Lead, coach, and develop Public Sector Relationship Managers.
- Embed a performance culture based on accountability, customer-centricity, and strong sector knowledge.
- Build public sector specialization and capability within the team.
- Work closely with Credit Risk, Legal, Treasury, Transaction Banking, and Digital Banking teams to deliver end-to-end solutions.
Required Qualifications
- Bachelor’s degree in Commerce, Finance, Economics, Business, or a related field.
- 8–10 years of banking experience, including at least 5 years in Corporate, Institutional, or Government Banking.
- At least 3 years in a senior relationship management or leadership role.
- Proven track record managing large institutional or public sector portfolios.
- Demonstrated experience engaging senior public sector stakeholders.
- Experience structuring complex institutional credit and transaction solutions.
- Strong knowledge of public sector financial structures and budgeting cycles.
- Understanding of Public Finance Management (PFM) frameworks.
- Knowledge of credit structuring for institutional and quasi-government entities.
- Understanding of Treasury and transaction banking solutions.
- Knowledge of government procurement and payment processes.
- Understanding of digital payment ecosystems and collections platforms.
- Knowledge of CBK requirements, AML requirements, and anti-corruption laws.
Preferred Qualifications
- Master’s degree, preferably an MBA or equivalent.
- Professional banking or finance certification such as AKIB, CPA, ACCA, CFA, or equivalent.
- Training in Public Finance, Government Procurement, or Development Finance.
