Secretary, Psychological Counselling and Wellness Services

The Public Service Commission is recruiting a Secretary, Psychological Counselling and Wellness Services to provide strategic leadership in workplace counselling, psychological wellness and employee support services within Kenya’s public service. The position is suited to an experienced counselling or psychology professional with 18 years of cumulative service and senior-level experience in psychological counselling and wellness services.

Requirements for Appointment

• Have a cumulative service period of eighteen (18) years and be serving at the grade of Director, Psychological Counselling and Wellness Services CSG 5 or in a comparable and relevant position in the wider public service.
• Hold a Bachelor’s degree in Counselling, Counselling Psychology, Psychology (Counselling) or an equivalent qualification from a university recognized in Kenya; or hold a Bachelor’s degree in Clinical Psychology, Occupational Psychology, Social Psychology, Sociology, Education or Social Work, together with a Diploma in Counselling or equivalent qualification.
• Hold a Master’s degree in Counselling Psychology, Psychology (Counselling) or an equivalent qualification from a university recognized in Kenya.
• Hold a certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
• Be a member of a relevant professional body.
• Hold a registration certificate issued by the Counsellors and Psychologists Board.
• Hold a valid practising licence from the Counsellors and Psychologists Board.
• Hold a Certificate in Psychological Debriefing lasting not less than two (2) weeks from a recognized institution.
• Demonstrate professional competence, managerial capability and a thorough understanding of psychological counselling and wellness and the ability to relate these functions to national development goals.

Duties and Responsibilities

• Initiating the development, implementation and review of policies, strategies, guidelines and standards on workplace counselling and wellness.
• Providing technical advice on counselling and wellness services in the public service.
• Overseeing the implementation of the Kenya Mental Health Policy and Kenya Mental Health Action Plan in the public service.
• Spearheading research on psychological and wellness issues.
• Overseeing the mainstreaming of counselling and wellness services in the Public Service.
• Coordinating the development, implementation and review of the stakeholder engagement framework.
• Overseeing psychological counselling and wellness consultancy programmes.
• Coordinating the promotion of secure counselling and wellness information and knowledge management.
• Overseeing the monitoring and evaluation of counselling and wellness services in the public service.
