Bandari Maritime Academy was established through Legal Notice No. 233 of 28th November 2018, with the mandate to develop academic and vocational skills and provide competent maritime human resources for a sustainable Blue Economy.

About the Role

The Assistant Director Planning and Performance Management will coordinate strategic planning, institutional performance management, project monitoring and evaluation, quality improvement and related planning activities at Bandari Maritime Academy.

The role also involves coordinating strategic plans, work plans and performance contracts, undertaking economic and feasibility analysis, monitoring projects and programmes, and supporting quality and service delivery improvement across the Academy.

Key Responsibilities

  • Coordinate the development, implementation and review of policies, strategies, standards, guidelines, procedures and programmes relating to planning and strategy.
  • Coordinate the development, implementation and review of the Academy’s strategic plans, service charters and master plans.
  • Coordinate preparation of the Academy’s Public Expenditure Review and Mid-Term Expenditure Framework budget in consultation with Finance.
  • Prioritize projects and ensure their implementation is aligned with the Mid-Term Expenditure Framework for the financial year.
  • Undertake economic analysis of development projects and programmes undertaken by the Academy.
  • Design a framework for monitoring and evaluating the Academy’s programmes and projects.
  • Monitor, evaluate and prepare progress reports on the implementation of Academy projects and programmes.
  • Undertake feasibility studies on the Academy’s delivery projects in consultation with other Directorates and Divisions.
  • Establish and maintain partnerships and collaborations with relevant stakeholders in support of Academy programmes and projects.
  • Coordinate determination of the Academy’s quality policy.
  • Coordinate the setting, documentation, implementation and review of key processes and quality objectives across functional areas.
  • Coordinate development of strategies for performance and quality improvement within the Academy.
  • Coordinate service delivery surveys.
  • Formulate Standard Operational Procedures for the Academy.
  • Coordinate the development, implementation and evaluation of the Academy’s performance targets and contracts.
  • Coordinate preparation of annual work plans and performance contracts.
  • Establish and maintain a database containing information on Academy projects and programmes.
  • Prepare progress reports for the Division.
  • Build capacity and manage the performance of the Division.

Required Qualifications

  • A cumulative service period of twelve (12) years of relevant work experience, three (3) of which must have been at the grade of Principal Planning Officer or in a comparable position.
  • A Bachelor’s degree in Economics, Statistics, Economics and Mathematics, Economics and Finance, Economics and Statistics or an equivalent qualification from a recognized institution.
  • A Master’s degree in Economics, Statistics, Project Planning and Management, Philosophy in Economics, Public Policy, Economics of Development, Rural Economics or another relevant qualification from a recognized institution.
  • A Certificate in Project Monitoring and Evaluation lasting not less than three (3) months.
  • A Leadership Course lasting not less than four (4) weeks from a recognized institution.
  • Proficiency in computer applications.

Benefits and Compensation

The Assistant Director Planning and Performance Management position is offered on permanent and pensionable terms. The position carries a basic salary scale of Kshs. 111,500 – Kshs. 284,300 per month, together with a house allowance of Kshs. 30,000, commuter allowance of Kshs. 16,000 and leave allowance of Kshs. 10,000.
