Director Government Clearing Services

The Public Service Commission is recruiting a Director Government Clearing Services to provide overall leadership, administration, management and coordination of government clearing services. The role is suited to an experienced clearing and forwarding, supply chain, marketing, economics or business management professional with at least 12 years of cumulative service, including three years at Assistant Director, Government Clearing Services, CSG 7 or above.

About the Role

The Director Government Clearing Services will be answerable to the Principal Secretary and will have overall responsibility for the administration, management and coordination of the Government Clearing function.

The position involves overseeing clearing policies, standards, operational systems and procedures, cargo release authorization, strategic planning, financial and asset management, performance management and staff development.

Key Responsibilities

• Formulate, coordinate and review the implementation of clearing policies.
• Ensure compliance with clearing standards, rules, regulations and procedures.
• Initiate and review the objectives, operational systems and procedures of clearing services.
• Ensure authorization for the release or removal of cargo from storage areas.
• Provide advisory services to the Government and stakeholders on clearing matters.
• Ensure the provision of quality clearing services.
• Develop, implement and support the realization of the department’s strategic plan and objectives.
• Prepare and implement the department’s performance contracts and appraisal systems.
• Manage and account for the finances and assets of the department.
• Ensure operational accountability and overall management and development of staff.

Required Qualifications

• A cumulative service period of 12 years, including at least three years at the grade of Assistant Director, Government Clearing Services, CSG 7 and above.
• A Bachelor’s degree in Commerce, Marketing, Supply Chain Management, Economics or Business Administration/Management from a university recognized in Kenya.
• A Diploma in Clearing and Forwarding from a recognized institution.
• A Master’s degree in Marketing, Supply Chain Management, Economics or Business Administration/Management from a university recognized in Kenya.
• A certificate in a Strategic Leadership Development Programme lasting at least four weeks from a recognized institution.
• A thorough understanding of national goals, policies and objectives and the ability to relate them to the shipping and maritime function.
