Deputy Director, Multi-Lateral Environmental Agreements

About the Role

The Deputy Director, Multi-Lateral Environmental Agreements is responsible for coordinating the development, implementation and review of policies, strategies, guidelines, regulations and procedures relating to Multi-Lateral Environmental Agreements (MEAs).

The position also supports the domestication and mainstreaming of international environmental conventions, protocols and agreements within the national environmental agenda, while coordinating engagement with government institutions, international organizations and other stakeholders.

Key Responsibilities

• Coordinate the development, implementation and review of policies, strategies, guidelines, regulations and procedures for Multi-Lateral Environmental Agreements.
• Coordinate issues relating to environmental conventions, international agreements and regional protocols in liaison with relevant government ministries, lead agencies and stakeholders.
• Coordinate the design and review of strategies for domesticating Multi-Lateral Environmental Agreements, protocols and conventions.
• Guide the domestication of environmental agreements in line with national policies, legislation, development plans and programmes.
• Initiate the development of country position and background papers for negotiation and presentation at national, regional and international forums.
• Facilitate the mainstreaming of international environmental conventions, protocols and agreements into the national environment agenda, including policies, strategies and National Environmental Action Plans.
• Coordinate liaison between the Ministry, UNEP, the Office of the Permanent Representative to UNEP (Kenya), and other UN agencies involved in the development and implementation of Multi-Lateral Environmental Agreements.
• Coordinate the development and production of reports, success stories, documentation, best practices and periodic reports required under Multilateral Environmental Agreements and their conventions.

Required Qualifications

• Must have served for a minimum period of three years at the grade of Assistant Director, Multi-Lateral Environmental Agreements, CSG 7, or in a comparable and relevant position in the wider public service.
• A Bachelor’s Degree in Environmental Science, Law, Natural Resources Management, Agricultural Science, Chemistry, Biological Sciences or an equivalent qualification from a university recognized in Kenya.
• Demonstrated professional competence, managerial and leadership capabilities as reflected in work performance and results.
• A certificate in Leadership Development Course lasting not less than four weeks from a recognized institution.
• Demonstrated understanding of the National development goals.
