Assistant Director – Probation

About the Role

The Assistant Director – Probation may be deployed to different areas of the probation service, with responsibilities varying according to the assigned station. The role covers policy development, offender assessment and supervision, rehabilitation, restorative justice, community-based probation services, case management and coordination with relevant stakeholders.

Key Responsibilities

• Develop, implement and review Probation and Aftercare policies at Headquarters.
• Coordinate compliance with pre-sentence, bail, sentence review and release boards assessment reports.
• Analyse supervision reports from field stations and maintain data on case committees and their membership.
• Coordinate pre-release reports for the Power of Mercy Committee, Borstal Institution Boards and Rehabilitation School Committees.
• Develop and implement child and youth justice strategies and disseminate offender data and programmes to relevant government agencies and stakeholders.
• Undertake Community Service Orders and Probation and Aftercare functions at Regional Offices, including social inquiries, bail assessments and supervision of high-risk offenders.
• Coordinate restorative justice programmes, home visits, offender rehabilitation and resettlement activities, as well as the Community Probation Volunteers programme.
• Coordinate the prevention of sexual and gender-based violence and support appropriate interventions for high-risk offenders.
• Coordinate admission, assessment and classification of probationers in Probation Institutions and spearhead the development and review of supervision plans.
• Coordinate vocational training, rehabilitation, treatment, reintegration and empowerment programmes, stakeholder engagement and offender supervision according to risk levels.
• Facilitate formal education for school-going probationers and relevant skills training.

Required Qualifications

• Must have served for a minimum period of two years at the grade of Principal Probation Officer, CSG 8.
• A Bachelor’s degree in Social Work, Sociology, Criminology, Law, Counselling Psychology, Social Psychology or an equivalent qualification from a university recognized in Kenya.
• A certificate in Senior Management Course lasting not less than four weeks from a recognized institution.
• Demonstrated professional competence and managerial capability as reflected in work performance and results.

At Headquarters, the position focuses on Probation and Aftercare policies, assessment reports, case committees, crime prevention, child and youth justice, and offender information. At Regional Offices, the work includes community service, probation supervision, restorative justice, high-risk offender management and community volunteer coordination.

At Probation Institutions, the role covers probationer admission and assessment, supervision planning, temporary safe accommodation, rehabilitation, vocational training, reintegration, stakeholder engagement and education or skills training.
